A longtailed duck (formerly called oldsquaw) will be featured on the 2003 Minnesota Migratory Waterfowl Stamp (Duck Stamp). The painting by Mark Kness of Albert Lea was chosen as the winning design from among 36 entries in the stamp contest sponsored by the Minnesota Department of Natural Resources (DNR).

Twelve entries advanced to the second stage of judging, from which five finalists were selected during judging Sept. 5 at the DNR Building in St. Paul. The other finalists were Thomas Moen of Montrose and Scot Storm of Sartell, tied for second place; Thomas Miller of Kilkenny, third place; and John House of Evansville, fourth place. Storm also finished second last year and House was third.

Three Mississippi Flyway species were eligible as subjects for the 2003 Minnesota stamp, according to Ray Norrgard, the DNR waterfowl stamp contest coordinator.

We want to get all flyway species onto a Minnesota stamp at least once," Norrgard said, "so next year we`ll include in the contest the two remaining species, white-winged scoter and common merganser."

The five-member panel of judges this year included Tim Spielman, outdoors writer for Outdoor News; Ross Hier, DNR assistant area wildlife manager, Crookston; DNR Conservation Officer Jim Konrad, Plymouth; Greg Berg of Oakdale; and Mark Pederson, Twin Cities vice-chair of Ducks Unlimited.

The $5 Duck Stamp is required of all Minnesota waterfowl hunters ages 18 through 64. Stamp sales generate between $400,000 and $600,000 per year for habitat enhancement projects in state wildlife management areas and designated waterfowl lakes.

The DNR offers no prizes for the stamp contest winner, but the winning artist retains the right to reproduce the work, which is usually done as limited edition prints. The 2003 waterfowl stamp, which will be the 27th Minnesota stamp, will be available for sale in March 2003.
